The ARRL has put up a web page that gives a FAQ for the phone band expansion 
and the other changes. It can be found here:

They also have produced a single page "US Amateur Bands" chart that will 
become effective in a month or so. This chart has the new HF band segments 
broken down by class. You may want to download and save it on your computer 
for future reference.

Note that the ARRL is requesting our input on a new HF band plan. The 
existing band plan is here:
