[BARC-List] 145.23 Output Tone Changed

Hello,

In an effort to help diagnose the intermittent noise/intermod problems that
have been creeping up on 145.23, the repeater's output tone is now 100.0
Hz. The repeater's input tone is unchanged, and remains 88.5 Hz.

If you already are only using tone encode, no changes are necessary. If you
have TSQ enabled, switch to tone encode only, and you should be fine.

If you have a radio capable of split PL (typically commercial radios) set
tone encode to 88.5 and tone decode to 100.0

In summary:
W1BOS repeater
RX: 144.630 PL 88.5
TX: 145.230 PL 100.0
