At last weeks BARC Business meeting, there was some discussion on the future
of " Emergency Response Teams" being utilized by FEMA, Red Cross, Salvation
Army and other agencies in future emergencies.

A search of the web brings out many discussions, interpretations, and voices
related to this topic.
