Not sure. My scanner keeps picking up AMTRAK operations on MARINE service scan, but I think those are international-only channels in the 7x range,'iirc. 

Do we know when the change was? May need to hit old paper records if it's too old for online docs - but oldest Rad Schack on-line manuals might have it?.
