You asked about "Is the a low-power multiplier?" and "do we need a
specified 'QRP' station in order to get the credit?"

Yes but.  There are three power levels. 5 Watts for factor 5, 150 Watts for
factor 2, 1500 Watts for factor 1.  Almost everone in ALPHA and BRAVO use 150
Watts for Factor 2, unless operating as Battery-QRP.  Only Home-stations on
Commercial as 1 DELTA use the full gallon at only factor 1.
