[BARC-List] Marine VHF frequency allocation

I'm not sure if this is right audience for this question, but I'll 
throw it out anyway.

With the disappearance of Maritel, the company which promised all kinds 
of marine communication services, where does that leave the marine VHF 
channels which were designated for Marine Operator use only. I'm 
talking about marine VHF channels 24, 25, 26, 27, 28, 61, 62, 65, 66, 
78, and 84 through 87. This is all in the 156-158MHz area. Where might 
I find information on the allocation of these frequencies? I'm not sure 
if this is Coast Guard regulated or if the FCC is the ruling agency.
