[BARC-List] Severe weather via non-voice modes?

I have a little UNIX script which goes out to a wx service web site and
periodically checks the Taunton warnings for changes. If the text does
change, I get a page of the new alert. Sometimes, though, routers or web
sites break, meaning I may lose out on updated info.
Is there an amateur service, maybe packet-oriented, where I could capture
updated warnings via a radio link at home? I'll find a way to get myself
paged from there.
I know weather radios exist, but I'd rather not carry around a wx alert on
my belt (I have enough stuff on my belt as-is!)
As an FYI, I live in an apartment and cannot put anything outside the
windows :-(
Thanks for any leads.
