You've probably seen the ARRL news by now, but I haven't seen them posted to
this list.

Major change outside of the widely anticipated Morse Code and 40m issues is
third party traffic, which will no longer require _bilateral_ agreement; if
both national authorities permit third party traffic, that's enough. This
doesn't remove the basic problem of monopoly telcos seeing us as a bigger
threat than the internet ;-), but it's a start.
