[BARC-List] Official vanity ham plates?

If memory serves, the plates in Tennessee do say "Emergency Communications."
As a matter of fact, when I was there about seven years ago, it was
requisite that your local EC/AEC vouch for your participation in ARES by
signing your application.  While, in theory, that might sound like a good
idea (required ARES participation), in fact there was no official guidance
on the part of the State.  So, what you wound up with was a different set of
criteria for participation with each EC/AEC involved.  I gave up on getting
call plates after learning first-hand my local AEC held the opinion that
"all Damned Yankees want to do is tell me how they do things up north and
expect me to sign their forms, and THAT AIN'T GOING TO HAPPEN!"  Thank
goodness he was one of those rare exceptions, but I did note that only those
with "4" or "5" in their calls had call plates.

If you would like, I can try to track down a few of my old friends down
there and confirm this is still correct.
