You might also consider some of the other systems available.  There were
some "itinerant" frequencies made available several years ago, in the VHF or
UHF bands, or possibly both.  They became known as the "dot radios" by the
different colored circular stickers the manufacturers placed on them to
indicate the frequencies.  Home Depot sold them, the last time I was in one
in Charlotte, NC; that is, a few months ago.  Licensing them is about as
difficult as licensing a marine VHF rig, perhaps even less.  Power output is
a couple of watts.  GMRS may be another option.  There are repeaters
available for those, if you need the extended range.  (Of course, the FRS
set may have rendered this option unusable.)

Thanks Dan, I forgot to mention that. We use Marine VHF heavily in our
work including having a shore station license (WHW969), however we also
need comms off the Marine channels. Ideally it would be secure (we use
the Nextels to pass credit card information) but I know that secure
comms are much different than those in the clear and may be
prohibitively expensive.
