What OS are you using (UNIX, Windows, Mac, other?)   Do you have a
firewall?

If you are not behind a firewall (or have one but which permits icmp
traceroute packets) you can try a traceroute to www.arrl.org or
www.arrl.net and see where the problem might be.

If you have resolution problems, might even be a DNS issue.
