There's a common problem with the 4000 which makes it start up somewhat
crazy. If the problem occurs when you turn it on, but resolves itself if
you change channels, then the problem is a 1 uF electrolytic that is used
to generate a delayed start memory read pulse AFTER the micro has come up
to speed. When the capacitor goes bad, the memory read pulse occurs
before the micro has gone through the startup routine.
Of course, the internal battery is also suspect in all of these cases.
I know of a 4000 that works, but the micro has been damaged in some way
that it no longer can go into the sleep mode. When you turn it off, the
internal battery discharges in about a day. Works fine with an external
AA battery pack. Might be available. Offer?

By the way, I've got three 6000s and use them for monitoring 121.5, but..
They are very narrow banded as far as receive bandwidth goes. They use
the same IF as the FM receive. I've found cases where the ELTs that I
need to monitor are more than enough off frequency that I can't hear them
on the 6000 but can on an aircraft receiver that has 15kHz bandwidth.
