[ARRL-OK] Blank ARES Roster

This is a great start to show that ARES is alive and well and quite active in some respects in OK.  

Net reports going out to show that there are comms that are actually doing some form of informational transfer or actual training will draw more people to the nets and instill a desire to participate.
