I heard about this at the Broken Arrow Amateur Radio Club meeting Monady night.  Richard Fitzgerald, W5RDF,did a presentation about the Civil Air Patrol, and he mentioned that some of their radio systems use ALE.  He also mentioned that many hams use the PC ALE program to run ALE on HF.
 
I don't have any HF capabilities myself, but I thought I would pass this on for any HF operators that might want to investigate this.  The best link for information is:

Apparently, this program has implications for emcomms.
