As for the Lawton/FT Sill ARC:

They list president at w5ks.org as one of the email addresses.  Their
website is way out of date (no recent updates... and the leadership
page shows data from 2004).  You may wish to try Bob Sims W5KCB who is
listed as the contact person via the ARRL affiliated club report (last
updated DEC2006) at this address: bobs at mptelco.com.
