Jim,
You are so right... with out any prior planning... it does not work.
The context of this discussion was that the system/tools would deploy with
a responding team into a disaster area... with address in hand. For
deploying teams from MRC (medical reserve corp) or DMAT Disaster medical
teams), and the such. Not realy the displaced public.
The assume is taken out of the system if everyone is trained how to use it
and knows what to do. EM's, family, et'al.
