warnings should periodically post messages to
inform others of how to get the warnings sent
directly to them.

With the number of free near-real-time email warning sites available, I
don't see the value of second-hand delayed warnings on this reflector.  Of
course, if you have a NOAA Weather Radio w/ SAME alerts, you don't need to
rely on email.
