[ARRL-OK] Question

After reading all these posting, I made some calls. I have been involved 
in Emergency Management in Oklahoma for over ten years, and have never 
heard of such directives. Anyway I spoke with Bonnie McKelvey OCEM, 
Emergency Management Officer II Oklahoma State Office of Emergency 
Management. She said "The State Office of EM has no control over what 
Local EM's might do, but we have never or will ever condone illegal 
modifications to two way radios or scanners".
