I would certainly like to have something more definitive than this.  What EM
director?  Did he receive a written directive?  Signed by who, or who told
him to do this?  Etc, etc, etc.

It has recently come to my attention that the State Office of Emergency
management is advocating the use of 2 meter radios for use in both
commercial bands and amateur bands.

This would give the local CD directors access to amateur frequencies and
the directors would be able to transmit on these frequencies without the
need of a ham license.

This comes from a new EM director in this area. He has bought and equipped
all of his volunteers with ICOM IC-1200's modified so that they will work
in the commercial bands.

My understanding is that the State Office is advocating the purchase of
these radios.
