[ARRL-OK] ARRL hoaxed

https://afweather.afwa.af.mil/news/black_out.html shows an image of the
blackout area.  This is authentic.  The one published in QST was a hoax.

Before we jump on the League though, I got the same picture from some who
should have also known better.

It just happens and it's happened to me too.        :(
