[ARRL-OK] KEEP THE CODE? Not!

I say eliminate the code requirement and make the written more 
robust.  Code is only one mode of many. back in the old days when code was 
the only mode then followed by AM phone it was necessary.  But more and 
more  different modes are available and code is now less 
important.  Testing for code is now as relevant as testing your typing 
skills for packet.  It's just another mode.
