FEMA's new "Smart Practices" product features Amateur Radio from Bossier
City, LA.  If you get the attachment (most won't because of the list), I
have posted to http://lloyd.colston.com/fema.pdf the file from FEMA (the
PDF file in the attachments).  I have opened the attachments and
confirmed they contain no virii.

If you wish to learn more about Smart Practices, use the email address
below to join that list.  I won't be forwarding these as a rule because
the list is new (that's the newsworthiness of this email) and you can
