 Here's a suggestion from Budd regarding an emergency weather alert system:

 Bay News 9 does it for free from their web page

 I have not checked this out personally because I already bought the service
 from Channel Ten News, but I would speculate that Bay News Nine would offer
 service relevant to Hillsborough and possibly nearby counties in Florida
 only.
