[AReU] BARS Picnic

There have been several questions about the BARS picnic being on the same
day as the
TARC fest. This was a conscious decision made with the caveat that the BARS
picnic
would begin at 1:00 PM instead of the normal noon time. This was made
partially because
the particular Saturday was convenient for many members of the club present
when the
decision was made. It was also thought that by 1:00 PM the TARC fest is
normally
winding down and folks could come by the BARS picnic after the fest.

As to how this will affect attendance of the BARS picnic is yet to be seen.
If we have
a good turn out, it was a good decision. If we have a bad turn out, it was a
bad
decision. It is obvious that we would like to have good attendance at the
BARS
picnic and the TARC fest also. If this proves to be a "bummer" we will make
different plans next time.

We are not planning on distracting from the TARC fest but trying to
supplement
activities in the area and make it better for everyone.
