This is a topic in another forum.  Someone pointed out that channel 1 is 
a frequency that's shared with the GMRS.  That could be a fatal flaw in 
the plan.  The weak signal of a FRS talkie can't compete with the higher 
output of radios licensed in the GMRS.  The plan should be modified to 
use a frequency exclusive to the FRS. An exercise that doesn't include 
GMRS traffic on channel 1, may not simulate events that may happen in an 
emergency.  Having said that the exercise, may be valid for operation on 
a FRS only frequency, so post your results/conclusions, please.
