Hmmmm lets see,
First and foremost an Amateur Radio Operators license comes to mind, a
signed copy of which they should keep of file anyway.

Now you may want to include some or none of the following.   Put
together an internal training program on the equipment you have and
procedures for using it.  You can even include an oral exam for
potential operators, passing the test is permission to operate.  The
ARRL EmCom Level I, I & III courses also come to mind. You can even
have you municipality run background checks and issue operators
"Essential Personnel" badges once they satisfactorily jump through all
the appropriate hoops
