If a ham who is a lawyer who practices before the FCC wants to say the ARRL is
wrong, I'll listen.  If the FCC says the ARRL is wrong, I'll listen.  If the
W5YI team says the ARRL is wrong, I'll consider it.  But a bunch of barracks
lawyers, no.  Until the FCC says the ARRL is wrong, I'll take the ARRL's
advice, and consider that to be follwing the regulation to follow Best Amateur
Practice.  Second guessing the League and the Commission is NOT best practice. 

RACES members have no other reason to listen to the League, but ARES members
might consider their appointments as an investment in working within the
League system -- which would suggest the League interpretation of the
Commission rules is the first reference, not the last.
