[Ares-races] Use of HF for local communications

Are you familiar with MARS.... They use HF to cover states like yours and
mine for daily (sometimes multiple times daily nets with ease to include
digital modes for message traffic.
The biggest challenge I've found for EmCom with HF is that EOC's are
typically (at least in VA) extremely HF noisy locations.
