I can not see any problem with someone using their ham privileges while "on the clock" if there is an emergency. They
where not hired to be a ham operator. There are several lines of communication that would have to fail before a back-up
system such as Ham Radio would go into play: telephone lines, cell phones, satellite radio, and computer lines to name a
few.
Ham Radio is a redundant system and should never be considered primary.
