Doug,

The reason I propose to install the radio at the backup EOC is we have more
control and better access to mount antennas there. I am still working on
getting a real amateur radio in our primary EOC. What is in there now is a
"radio phone" the voice goes over the data lines across the street to a
programmable commercial radio somewhere (gee is that even type accepted for
amateur use?) and then onto the tower antenna. The County EM is willing to
help us get a dualbander with antenna on the EOC building itself, but no
funds left this year to allocate to it.

Anyway I am ready to drop this topic. Our group has other priorities to work
on and do not need to spin wheels trying to get a VHF marine radio to fit in
for the slim chance we may be helpful in a water emergency. If it fits in
plans down the road we will look into the marine land station license, or
some cooperative arrangement with law enforcement.

Thanks to all who enlightened on the regulations and practical sides of
this.

Admitingly I am no attorney skilled in FCC regulations and I know nothing
about the regulations concerning the marine band.  Rick mentioned the club
station being a back up to the primary EOC, how does the primary station
handle VHF marine concerning the VHF marine band? Rick also indicated the
possibility of licensing as a land station, if that's possible do so.  An
amateur radio operator who would need to use it to answer a distress call
would no longer be bound by Part 97.  Personally I wouldn't hesitate to
break the out of the water/land regulation if heard a distress call and if
they would want my amateur license as a result, they are welcome to it.
However that's me and wouldn't expect anyone else to do the same, so
licensing it as a land based marine station, if possible, is the best route.
That "should" satisfy any potential operators of the station.--73
