I'm curious; How are they able to get a better price?
Depending on what it is, perhaps similiar avenues could
be taken with alternative methods to bring the cost down
to match. If pursued at a national level, is it possible
to have some sort of "volume discount"?

Today, this is indeed the philosophy which most local RACES groups are
operating under by default.
I believe Dave is hoping to explore ways of getting over the
underutilization roadblock because the workmans comp insurance
costs the county money in any case.
