i think this is the sticking point -- the people prosecuting
well-intentioned hams have the benefit of 20-20 hindsight because the
'emergency' has passed long before the action goes to trial. you don't dare
call for help for a person who is already dead -- there's no emergency left
in him.....

after considering this and other scenarios, i decided to get permission to
operate under public safety licensees as well as buy a commercial radio. i
also got a cellphone...
