In my opinion, the most significant part of my message was: "...if no
other means were available, I would not hesitate to use any available
radio communications means at my disposal."
None the eight commercially manufactured amateur radio transceivers I
presently own have been modified to transmit on non-amateur frequencies;
that's unlawful. The only way I could transmit on non-amateur
frequencies would be to use someone else's radio equipment, presumably
type accepted for operation on whatever frequencies it is capable of
operating on. If I were on someone's pleasure boat, I would not
hesitate to use their marine VHF or SSB radio. If I were near a fire
department apparatus, I would not hesitate to use their VHF/UHF/trunked
radio, and ditto for any other public safety organization. The
qualifier for such use is under the circumstances of immediate threat to
life or property and no other communications means are available.
