Just my two cents...

If manuals were missing, that tells me that

(1)    the volunteers were not active in the program, regularly drilling
with the rest of the team, not coming to the team meetings, not maintaining
the equipment, etc.

or

(2)    the leadership changes in the EM community did not understand the
importance of the manuals

OR

(3)    a combination of one and two.

The reality of this is that, if you are involved in the program, if you are
my volunteer, I won't disturb your work.  In fact, I will do everything I
can do to help you succeed in your mission, as long as you are helping me
move mine.

If you check out of the program, mentally or physically, you may find your
post replaced or your equipment removed.  Space is a premium in our EOC.  If
you won't come to play, then I must justify keeping the equipment in place.
Since I am a ham, I can justify it.  The next director probably will not.
