[Ares-races] ARES administration and organization details?

ARES folks:

Is there a web page or site that details the overall 
organization and administration of ARES?

At one time a long time ago there was a thriving ARES
community here locally, but due to folks moving away,
and others going SK, and no one around to spur interest
in the new amateurs that are not aware of ARES, the
service has died out except in the memory of a couple 
of the old timers.  

As there seems to be some interest in a possible revival
of local ARES activity, I have been "volunteered" to find
out about the organization and administration of ARES, 
and what would have to be done to establish a local ARES
presence.

Thanks in advance for any pointers to the information
that we are seeking.
