Would an “old school” speedometer repair shop have such a tool / method ?

The radio shop at Page Airways at DCA actually had on on a back shelf but, by 1965, was no longer used.  I think a few here have been able to re-attach the splined end but don't know about the flexible sheath.

Seems normal to me.  Try pulling the sheath taught , the end should retract in properly.

Recently I received several tuning cables and one is rather odd;

The cable looks to be fine and undamaged.   Perhaps this particular cable was used for a specific purpose?
