I find it puzzling that no ' Command Sets' show up in photos of ham radio from the old USSR. You see AR-88, HRO, BC-312, and the German E52. And no No.19 sets, altho those were certainly supplied.
Also that none of Pilot Radio Co.'s 'V ##' set manufactured in USA for USSR and China are to be actually seen in USA. ( I don't remember this instant the actual model number, but it was like BC-654, except 807 final. Maybe 307A tube was too hard to find overseas, outside Signal Corps channels. )

As hard as it is to reconstruct some histories here, once the technology has moved on, clearly it's harder, near impossible, in any People's Republic, unless said project is approved and supported by the state. Think about the PRC, you want to publish some article like Gordon  Elliot White's on Command Sets. You would need gov't approval to reveal information potentially harmful to the workers' paradise. China apparently now feels allowing mil surplus radios to be sold out of country involves serious 'loss of face".
