Hi Hue - Can't ID it but you could make a new glass pretty easily.  Use typically thin "photo frame" glass - then cut it to size with tin snips while holding both the glass pane and snips under water.  It works, I've done it.  You just nibble around the edges, take a little bite with each snip.

Any other ? The glass is broken. I opened the meter to remove a piece of loose glass that might damage the pointer. 
I "could" find a same size meter for the window glass and then put it on Ebay and wait forever. But it's more expeditious to offer it here as a project for you, postage cost only. I have not checked the meter electrically, but i can do that.
