Definitely ARC style relays.  The ceramic insulation is pretty distinctive.  Not sure of all their uses, but I have a crystal frequency selector hulk with ten of them arrayed behind the twenty crystal sockets.  One larger DPDT relay selects which bank of ten can get selected.  I suspect they're from a postwar ARC set, but I don't collect those.
