In my opinion it depends greatly on how the radio, was / is, stored.   I have 1 BC-348R that does not have a cap or resistor replaced.  Stored in doors all the 25+ years I have had it.  Not sure about it's past history.   If I recall correctly, it was an early E-Bay purchase.
