Like most of the dummy loads in WWII, this resistive load is designed to be relatively independent of frequency.  It is simply nichrome wire wound on asbestos forms with a layer of mica riveted on top of the asbestos before winding.  The A-61-A is rated at 50 watts, so that gives you a good target.  Photo below.

The schematic shows it to be a 100pF cap and a 5 ohm resistor, but no other rating info. I figure that a 2kV cap rating and 100 watts on the resistor would be plenty, but want to be sure on the cap. I hate having things go bang on the bench that are not meant to do so.
