You may be interested in the book, "Crystal Clear" by Richard J. Thompson, Jr.   IEEE Press.  c2007.

The book answers your question and more.  It explains how the US came to making the decision to go with full crystal control and the Signal Corps taking the lead in developing a widespread cottage industry to make them.  It's a fascinating and well researched story.
