Concur with Wayne. Certainly Type 12. The UHF frequencies were via a transverter driven by T-11 and T-13 VHF transmitters. I've never seen that many UHF channels in a Type 12 setup. The USAF T-37s used the transverter but not with that many channels.  Anyway, it's all ARC equipment.

Rather reminds me of a radio installation I saw in an early model OH-13 in the South Carolina Military Museum. Inside a box mounted atop the instrument panel clearly what was a ARC Type 12 installation, not just the control box but the whole set..
 
By the way, the ARC Type 12 VHF transmitter was used as a back up transmitter in later Army helicopters such as the UH-1H.
