ATF is not miscible in acetone, you are correct.

I have found that good old Jet A or Kerosene is quite good.

There was an article in "Home Machinist" magazine with results of a number of penetrating oils. 

 

I tried the ATF/acetone. They DID NOT MIX.  Maybe I used the wrong (more modern) ATF??

 

Any experience/suggestions welcome.

I've been told from aviation sources that a 50/50 mixture of automatic transmission fluid and acetone is the best penetrating oil for stuck screws.  But I have not tried it.  Yet.
