I cut myself off.... Anyway... the FAA would not want an ersatz navaid within the allocation band be occupied by a private, non-certificated and flight-checked radiator. The potential liability could be enormous. At such time as the spectrum allocation were to be relinquished, the idea might be interesting. If LF beacons are of interest, one could petition for a spectrum allocation....somewhere down there.... That said, ot may be still a ways down the road as the NTIA, the DOT, and the folks in Geneva tend to do allocations in lock-step. Just a thought......
