Usually it was the tower that gave a light gun signal to the incoming (or about to take off) plane, if they could not establish radio contact. Never heard of a pilot giving a light signal. Last time I was given a green light to land was back in the 1960s when I was ferrying a J-3 Piper Cub that had no radio.
