The USN CMS is a rather crude 2-tube transmitter and 3 tube regenerative. Its design looks to me like 1940.

My own guess: is that it was a quick design thinking of use in Japan – occupied areas, but proved to be too

“novice ham radio” like for real world use. There was a square of black plastic sheet to place over the

telegraph key to keep your hand from contacting a shock hazard. That sounds straight from the

Mickeymouse School of Engineering.
