Voltages - my BC-375 had jumpers you reconfigured depending the incoming voltage (24/28). I always assumed this was done so the voltages in the transmitter were  within a certain range and performance would be as expected by the ops.

Isn't military power spec 24-32 VDC (compatible with "24 volt" vehicle
systems)? So why would you need exactly 28.8 VDC?
