It's always an issue, Wayne.  Very few aircraft have a single moment in time that defines the type, and the sweep of the war moved over all the aircraft in waves that make the decision difficult.  Some museums choose the last configuration before decommissioning, some the first, some just put a hodge-podge aboard of what they have available.  I make no judgements - it's a curator's call.
