The original post had a picture what I assUme that were his measured numbers penciled on the the test sheet.

It appeared that the short was in the 2nd IF vicinity (lowest reading) which is pulling down all the other plate readings.

It should be relatively easy to find.

All of the other reading are low due to one fault. find and remove that fault and all the others will be ok.

It is obviously a resistive short in the plate B+ line from the numbers you showed us.
